INTRODUCTION
The Niger Delta region of Nigeria witnessed a dark era of youth restiveness and militancy in the past resulting in colossal collateral damage on national oil revenue.
After extensive consultation,Late President Musa Yar’Adua’s administration granted amnesty to the agitating youths of the region and the office of the presidential amnesty program was consequently established.
The amnesty program was designed to essentially sustain peace and reintegrate the ex-agitators of the Niger Delta Region and the presidential Amnesty program office has been largely successful in the discharge of its responsibility, security stabilization at least until recently, restoration of crude oil harvest and the consequent revenue earnings, training and reorientation and reintegration of over 30,000 militants or ex-agitators, sponsored and produced overseas University graduates and post degrees beneficiaries in different courses and also completed vocational training in aviation, automobile mechanics, agriculture etc.
OBJECTIVES OF PROPOSAL
- To assist in establishing an exit strategy that will sustain the gains of the PAP
- To facilitate a mind-set change process that encourages and builds self confidence, discipline, skills utilisation, conflict management abilities in selected communities with preponderance of ex-agitators
- To assist the beneficiaries of amnesty program and indeed members of their communities to internalise the culture of being active vanguards of peace, unity and general well being of the Niger Delta citizenry.
JUSTIFICATION
- There is the need to factor in a sustainability feature in plan implementation process
- Need to have a whole sale approach to solving the root cause of the crisis which is marginalization and poverty of oil bearing communities
- Agriculture is the a critical and tested instrument of a peoples/ nations economic transformation
- Needs to be socially all inclusive. Widen inclusiveness of target beneficiaries (extending intervention to some others who were not militants and involving women).
- Spread in implementation is necessary to assuage communities that are yet to benefit.
- The need to nip militancy in the bud is imperative
APPROACH
- The approach will be anchored on agriculture
- Agriculture is a proven and crucially important source of employment in developing countries like Nigeria.
- accounting for almost 60 % of the work force
- To build real business character in beneficiaries
- Develop a robust capacity building for the communities.
- Skill identification and utilization, sorting out the area of passion and genuine interest rather than cursory grandiose choices.
- Two weeks preliminary entrepreneurship training.
- A five months on-farm/ hands on theoretical and practical training to follow
- Attach active and experienced mentors to beneficiaries
- Beneficiaries will indicate their choice of enterprise/ livelihood by submitting a business plan.
- For the agric related enterprises, these trainings will string the entire value chain for each commodity crop.
- Training will be in clusters of a maximum of 30 persons(male and female).
- Each trainee will be paid stipends for both the entire period of training and the gestation period of the chosen enterprise
WHAT DOES A CLUSTER CONSIST OF?
- Consists of a contiguous piece of land where all 30 beneficiaries in a community will farm with necessary farm infrastructures provided.
- At least 20 hectares of land to be procured on lease for about five years
- Procurement of tractor and implements to facilitate crop production.
- The whole essence is to optimize the economics of scale
ACTIVITIES AND STRATEGIES
- Enterprise creation and development along the entire value chain of each agricultural commodity.
- Setting -up of a post-business experience sharing forums.
- Build real business character in beneficiaries.
- Set-up functional businesses for successful trainees in their various skill areas.
- Mentor beneficiaries and their businesses to maturity and stability.
